mailman to exposte subject_prefix before it will work

stopgap measure so creating a new list when there aren't any domains ...

will be slightly less confusing.

Assorted changes made at GHC12 during the open source day hackathon

Basic addition of a mailman user account.

Setting up to have popup/linked help text for each setting. Right now, the mouseover works and displays help_text for each item, but I haven't set help_text on much.

Removing unused, commented out settings just to make it easier to find things in the file.

pep8'ed several files

fixed copyright notices (GNU Mailman => Postorius)
